Overview
This position is part of the Office of Science – Headquarters, Department of Energy. A successful candidate will serve as a Physicist in the Office of High Energy Physics (HEP), within the Office of Science and will manage, coordinate and communicate activities relating to scientific facilities, particularly the Rubin Observatory, for the HEP program.
Duties:
The Office of High Energy Physics (HEP) of the Department of Energy has an opening for a program manager to handle HEP’s portfolio of scientific facilities for astrophysics. The major component of this portfolio is the DOE responsibility for the Rubin Observatory currently being completed in Chile. The duties include:
- Serve as a Program Manager determining the efficiency and effectiveness of scientific facility operations, such as telescopes; organize independent peer reviews, recommending funding allocations; serve as a liaison on committees; and monitor progress of the program.
- Critically evaluate the operations and performance of telescope facilities via own scientific and technical judgment, periodic operations reviews, merit reviews, and panel reviews. Evaluate comprehensiveness, balance, appropriateness, and applicability of the reviews received.
- Prepare, justify, and support the portions of the budget relating to the area of responsibility; propose and implement adjustments to program during the budget approval process and unanticipated developments.
- Secure essential information through study of scientific and technical literature, and participation in discussions with scientists, program managers and policy makers within the Department, DOE laboratories, universities, other and Federal agencies.
- Evaluate contractor, DOE laboratory, and grantee research proposals and performance via own scientific and technical judgment, merit review, site visits/reviews, and panel reviews.
